Shorts are considered an improper dressing clothing outside those and few others very especific places and situations. Last time I was in Mexico (three months ago) people were wearing a pair of jeans, a T-Shirt or shirt and tennis or normal shoes. I hope that by now they’ve changed this because it’s starting to get cold in my city, so maybe now they’re wearing jackets, scarfs and gloves as they’re at 7 or 8 C right now.
